TOWNSEND — The state’s top ethics watchdog has accused Townsend Water Department Superintendent David Vigeant of violating the conflict of interest law by giving a local business operator — who also serves as the town’s fire chief — early access to project plans for a multimillion-dollar water main extension before the project was put out to bid.
