BOSTON — Declaring a “systemic violation” of constitutional rights, Massachusetts’ highest court on Thursday ordered trial courts in Middlesex and Suffolk counties to begin hearings that could lead to the release of jailed defendants and dismissal of charges against individuals who remain unrepresented.
